Category 6 - Greenhouse gas projects
A GHG project is a facility used to carry out GHG injection activities operated under a single safety management system. You must include GHG wells, or a series of GHG wells and associated storage and injection equipment used to carry out injection of a GHG stream into the same or associated reservoirs that are part of the one project.
Projects operated means projects started during the financial year.
Please provide number of GHG projects operated during the financial year.
Category 1 - Drilling wells
The liable person is the operator of the drilling rig. This category includes all drilling operations with respect to petroleum, geothermal, GHG and UCG wells (or part wells).
iA UCG well means a hole in the
ground made or being made by drilling, boring
or any other means as part of an underground
gasification activity.
Example: If you are the operator of an operating plant authorised to conduct drilling activities but hire a contractor to conduct the drilling and the operation of the drilling rig; the contracted company is liable as they are the operator of the drilling rig.
Please provide the total distance in kilometres drilled during the financial year for all petroleum wells, geothermal wells (other than wells drilled for wet geothermal production), GHG and UCG wells.
Note: Do not report drilling conducted on a coal mining lease where the mine operator will be reporting worker numbers for the Mines and Explosives Safety and Health Fee.

Category 2 - Well completion or maintenance work
The liable person is the operator of a work over rig that performs well completion or maintenance work for a petroleum well, geothermal well, GHG well or UCG well.
iA UCG well means a hole in the

Please provide the total number of wells for which completion or maintenance work was performed during the financial year.
Note: Do not include work on a coal mining lease where the mine operator will be reporting worker numbers for the safety and health levy.

Category 10 - LPG delivery networks
The liable person is the operator of a non-automotive LPG delivery network if the combined water capacity of fuel gas containers for non-automotive LPG in the network is more than 12,000L.
If your business involves buying non-automotive LPG, you deliver it to or invoice your own customers (i.e. not as an agent for another supplier), regardless of who owns the containers, and you have more than 12,000L non-automotive LPG combined water capacity in your network, you are classified as an LPG delivery network for this category. This is defined in the Act.

Please provide the maximum number and size of each of the following fuel gas containers in your network during the financial year.
This includes:
- containers held on site to be supplied to a customer (does not include a tank that is filled and maintained by another LPG Delivery Network as this tank is not supplied to a customer).
- containers held on customers' premises
- empty containers (exclude if empty the entire year)
Category 11 - Product supplier of automotive LPG
The liable person is the operator. This category includes selling on a commission basis whether the delivery was by the product supplier or a third-party carrier (including another product supplier). Please provide the total number of times where automotive LPG was supplied to an automotive LPG site during the financial year.
Category 14 - Biogas or biomethane
Note: if you have gas devices installed at the site with a total design gas capacity of 50GJ/hr or more and gas has been consumed at the site by a gas device, please report in Category 13.
The liable person is the operator of a facility that produces or processes biogas, biomethane, gas derived from a waste disposal tip or gas derived during the treatment of sewage.
Please list the 'Site name' if the site identified has produced or processed biogas, biomethane or gas derived from a waste disposal tip or during the treatment of sewage.
Note: All operational devices, in use, during the reporting year, are required to be reported on.
^ Positive advance finding, for an operator’s activity at a facility, means an advance finding, issued by Innovation and Science Australia under the Industry Research and Development Act 1986 (Cwlth), confirming the activity is either of the following under that Act-
a. a core R&D activity;
b. a supporting R&D activity.
Evidential material must be provided to verify that activities at the site are for such purposes and not yet for commercial use or monetary gain or offset.
^^ Passively vented gas derived from a waste disposal tip means vented to the atmosphere, without mechanical assistance, in reliance on natural pressure gradients e.g. a bore drilled into a capped rubbish tip.

Category 13 - Major consumer
The liable person is the operator. The operator of a site is liable where the gas devices installed at the site have a total design gas capacity of 50GJ/hr or more and gas has been consumed at the site by a gas device.

Note: This is not the quantity of gas consumed during a given period, rather it is the devices design capacity. The design capacity can be ascertained from the gas device approval documentation, or the consumption capacity listed on the device/appliance data plate.
Category 15 - Entertainment events
The liable person is the operator of a special effects gas system. This category relates to gas systems used for special effects for entertainment or amusement purposes.
Note: If the theatrical or other special effect is produced by using gas through a gas system, you are liable to report in this category.
Gas system means a system that–
a. consists of the following things in any combination:
- gas devices;
- containers;
- fittings;
- flues;
- pipes; and
b. is used with, or designed or intended to be used with, fuel gas.
Category 8 - Distribution systems
The liable person is the operator. A pipeline or distribution system is as defined under the Act.
Note: Owners of consumer piping that is located downstream of the distribution system gas meter or downstream from the first regulator in a fuel gas delivery network, are
not liable.
A distribution system consists of:
- mains
- services
- embedded networks piping
Please provide the length (km) for any of the following distribution pipelines operated during the financial year.
Note: Operated includes all stages of operating plant from commissioned through to decommissioned/abandoned. Do not include pipelines that have not been commissioned.

Category 4 - Petroleum lease holders
The liable person is the (nominated) authorised holder at the time of reporting.

In the sections below, list each PL number and number of petroleum wells that have produced petroleum during the financial year. Also include those petroleum leases held that have produced zero.
Please include leases that are no longer current but were current at some point during the reporting period. This does not include leases that you have transferred and are not the authorised holder of at the time of reporting.

Category 3 - Exploration
The liable person is the (nominated) authorised holder at the time of reporting. List each ATP, EPG and EPQ permit held during the financial year and provide the maximum number of sub blocks held for each permit.
Note: This includes sub blocks that have been relinquished during the reporting period.
Only include tenure for which you are the authorised holder. Do not include tenures that have been transferred during the reporting period.
Category 5 - Petroleum facilities
The liable person is the operator.
If the petroleum facility is operated under a PPL, PFL or a PL you are liable to report in this category.
Note: Facilities that produce CNG require neither a PPL, PFL nor PL to be liable in this category.

The liable person is the operator. A pipeline is defined under the Act.
Please provide the length (km) and outside diameter (mm) for any of the following pipelines operated during the financial year.
Please note when reporting:
- Operated includes all stages of operating plant from commissioned through to decommissioning. Do not include pipelines that have not been commissioned
- Pipelines on a PPL should be reported on separate lines.
- No rounding should take place when entering the length, the form will allow up to 3 decimals.
- The diameters have been provided to you in a drop down menu for selection. To see these tables and the related standards, please refer to the fact sheet linked below.
- A 'suspended' pipeline (turned off) is not the same as a decommissioned/abandoned pipeline. Suspended pipelines are still required to be reported.

This information is required under Section 155 of the Petroleum and Gas (Safety) Regulation 2018. The return form is in accordance with the requirements under Section 157 of the Petroleum and Gas (Safety) Regulation 2018. This form is approved by the Chief Inspector under Section 858 of the Petroleum and Gas (Production and Safety) Act 2004 (the Act).
