Relevant Legislation
The information collected on this form is pursuant to
Section 179C of the Explosives Regulation 2017. Under Section 179C, persons required to complete this form must maintain an accurate record keeping system that enables the accuracy of the information required to be included in the Mines and Explosives Fee census to be verified. Records must be kept securely for seven years.

Definitions
Authority holder
An authority holder is the holder (person or corporation) of a licence, permit or other authority issued under the Explosives Act 1999.
Explosive includes:
a) a substance or a thing containing a substance, manufactured or used with a view to produce-
i. a practical effect by explosion or
ii. a pyrotechnic effect and
b) a substance or thing declared under a regulation to be an explosive.
Examples: Ammunition, detonators, gunpowder, nitroglycerine, fireworks, Security Sensitive Ammonium Nitrate (SSAN).
Handling an explosive includes:
- bringing the explosive into the State from another country (import) or sending the explosive from the State to another country (export) and
- manufacture, possess, sell, store, transport or use the explosive.
